根據美國國防新聞（Defense News）的報導，在美軍航母打擊群進入南海之前，解放軍從去年底開始也在南海蠢蠢欲動。最新衛星圖像顯示，中國持續在南海區域增加海空軍的力量，首艘國產航母「山東號」也進駐海南島三亞軍港。國防新聞稱，中國似乎在海南島興建了一個足以容納航空母艦的乾船塢、一個新的停機坪與多個機庫，除了解放軍最大的兩棲攻擊艦075型艦也出現在榆林軍港，南海也部署了更多的預警機與反潛機。國防新聞指出，解放軍在南海的積極部署，使得中國與周遭國家的軍力差距繼續拉大，這可能也是美軍積極在南海實施自由航行行動的原因之一。
